New French Student Visa and Residency Card Procedures

ISA: VLSTS

As of June 1, 2009 the French government has abolished the old student carte de séjour.  It has been replaced by the VLSTS (Visa Long Séjour valant Titre de Séjour).

Students will still register with CampusFrance and make their appointment for a visa at their local French Consulate as before, but student visa processing will no longer be same-day service.  The processing can take 2-4 weeks.  The new visa will have the following notation: CESEDA R311-3 6°, Limite 60% durée légale.

The consulate will provide the student with a document called  Visa de long séjour – Demande d’attestation OFII (Office of French Immigration and Integration).  It is IMPERATIVE that the student bring the original of this form with him/her to France. If the OFII form is lost, the student will have to go back to the US to apply for a visa.

Once the student arrives in France, he/she needs to be sure that the immigration officer stamps his/her passport to prove his/her date of arrival.  The student may need to ask the immigration officer specifically for the stamp.  We also recommend that the student keep his/her boarding pass, it can be used as further proof of the date of entry.

Once the student has arrived in France, they must give their OFII form to the MICEFA. The MICEFA will then send the OFII form and a copy of the student’s passport to the Préfecture de Paris.

The Préfecture will then send each student (via the MICEFA) a convocation for their medical visit.  This appointment is assigned by the OFII and is non-changeable.  Students need to be sure that they do not miss their medical appointment, as will not be rescheduled.  Without the medical visit, the Visa VLSTS is valid for only 3 months.

The student will need to bring the following documents to their medical appointment:

  • passport
  • proof of housing (electricity bill or housing insurance in your name or electricity bill in your landlord’s name + Attestation d’hébergement +  copy of landlord’s ID)
  • an ID sized picture
  • a tax stamp of 55€ (timbre OMI)

Again, the OFII only gives one appointment, which the student must attend.  There is no flexibility in this process.

Students cannot legally leave and re-enter France before having completed their medical appointment.  Students should NOT plan to travel outside of the France until after their medical appointment and the validation of their Visa VLSTS.
